In research practice, this concept matters more than brand awareness alone, because it shows not only who is recognized but who actually participates in the decision-making process. This is precisely why the question of why measuring brand awareness alone is not enough is so significant for assessing a brand’s market strength.

What is a consideration set?

A consideration set is the group of brands, products, services or suppliers that a buyer regards as sufficiently relevant, credible and available to be included in the selection process. In the consumer behavior literature, the concept is sometimes linked with the term evoked set, which refers to brands spontaneously recalled and considered by the consumer. In market research practice, the consideration set describes the middle stage of the decision funnel – between mere awareness that a brand exists and the final purchase or choice of supplier.

The essence of the concept is the distinction between brands that are known and brands that are genuinely taken into account. A consumer may associate many brands with a given category, but only some of them meet the minimum criteria for entering the considered set. These criteria may be rational or emotional in nature, for example:

fit with needs and intended use,

perceived quality or credibility,

a price level acceptable to the buyer,

availability in the purchase channel,

consistency with the consumer’s self-image or the company’s purchasing policy,

previous experience with the brand.

From a research perspective, the consideration set is a particularly useful construct because it makes it possible to measure a brand’s real presence in the decision process. Spontaneous or aided awareness alone tells us whether a brand exists in the respondent’s memory. It does not, however, answer the question of whether the brand stands a chance of being chosen. This is exactly where the practical significance of the issue of why measuring brand awareness alone is not enough becomes apparent – a brand may be widely known and at the same time never admitted to the consideration stage because of price, low trust, unclear positioning or poor fit with the need.

In B2C research, the consideration set most often relates to the purchase decisions of individual consumers, for example in the FMCG, electronics, banking, telecommunications or automotive categories. In B2B research the concept works in a similar way, although the set of suppliers considered tends to be smaller and the criteria more formal. Alongside brand awareness, what matters then is conformity with specifications, operational capability, security of cooperation, quality of service and industry references.

Application of the consideration set in practice

The consideration set is used when the aim of a study is to understand how a brand moves from awareness to a real chance of being chosen. For this reason the concept is applied by marketers, category managers, insights teams, market researchers and analysts responsible for tracking brand health, communication effectiveness and purchase barriers.

In practice, the consideration set finds application in the following areas, among others:

brand health research – to assess whether a brand is merely recognized or also considered at the point of purchase,

tracking research – to monitor changes in the brand’s position over time, particularly after campaigns, changes to the offer or the entry of new players,

customer segmentation – to check which segments include the brand in their consideration set and which eliminate it at an early stage,

purchase journey research – to identify the moment at which the brand drops out of the decision process,

positioning testing – to verify whether the proposed message increases the brand’s chance of entering the set of options under consideration.

In the automotive industry, the consideration set helps to understand which brands are realistic purchase candidates and which function purely as known or aspirational names. In telecommunications and finance it makes it possible to distinguish suppliers present in awareness from those that pass through the filter of trust, price and contract terms. In B2B, the consideration set is sometimes analyzed at the level of the list of potential suppliers admitted to a request for proposals, which makes it especially useful when studying purchasing processes with a longer cycle.

Methods for measuring the consideration set depend on the aim of the project. Quantitative research most often uses questions about brands spontaneously considered, brands selected from a list as being taken into account, or a ranking of the likelihood of choice. Qualitative research examines the logic of including and excluding brands, the language used to evaluate options and the decision context. A mixed-methods approach is particularly useful when the scale of understanding needs to be combined with depth of motivation.

Consideration set and related methods

The consideration set should be viewed as one element of a broader ecosystem of indicators and methods relating to the purchase decision. It is most often set alongside measures of brand awareness, preference, purchase intention and actual choice. Each of these indicators describes a different stage of the process and should not be treated as a full substitute for the others.

The most important differences are as follows:

brand awareness – shows whether a brand is known; it does not show whether it enters the consideration set,

evoked set – usually refers to brands spontaneously recalled from memory and considered; in practice it is closely related to the consideration set, although the scope of the terms may depend on the research definition adopted,

preference – concerns the brand that is most liked or preferred, and therefore a stage later than the consideration set,

purchase intention – measures declared readiness to buy, but does not always explain the set of options from which the consumer is choosing,

usage and penetration – describe realised behavior rather than the consideration stage itself.

In market research, the consideration set is often combined with analysis of choice drivers, perceptual maps, needs-based segmentation and customer journey research. Such integration is useful when the answer required goes beyond whether the brand was included, extending to why this happened or why it was rejected. In managerial practice, the consideration set therefore acts as a bridge between memory-based indicators and behavioral indicators.

The distinction between high awareness and a low share of consideration sets is particularly important. This situation often points to a problem with positioning, trust, offer fit or availability. For this reason, consideration set analysis delivers more operational conclusions than brand awareness alone. This is a further argument explaining why measuring brand awareness alone is not enough.

Limitations and interpretation of the consideration set

Although the consideration set is a useful concept, its interpretation requires caution. The composition of the considered set is not fixed. It depends on the category, the purchase situation, the level of involvement, time pressure and the stage of the decision. In some categories a consumer considers very few options, while in others the set may be broader and more fluid.

When designing a study, several principles are worth taking into account:

brands that are known must be clearly distinguished from brands genuinely under consideration,

the decision context needs to be defined precisely, for example a purchase for oneself, for the household or for the company,

it is worth examining both the inclusion of a brand in the consideration set and the reasons for its rejection,

it should be borne in mind that respondents’ declarations may be a simplification of the real selection process,

good practice is to combine declarative data with other sources where the project requires it.

In research practice, the consideration set works best when it is anchored in a specific decision and interpreted together with other indicators. This makes it possible to assess a brand’s position in the selection process more accurately, identify barriers to growth and pinpoint the actions that increase the chance of moving from awareness to genuine choice.

A consideration set is the group of brands a customer genuinely weighs before making a choice.
